I have the honour to refer to the

margin regarding the treatment
of officers on agreement whose
services are not permanently
retained by the employing Government and to suggest
that a definite grant of three months' full pay
leave, inclusive or exclusive of the period of the
homeward voyage, will be a more satis factory method
of dealing with such cases than the grant of a bonus
of three months' salary.

For although the instructions recently
issued by Your Lordship regarding an early decision
for or against the retention of such an officer may
be carefully observed, the officer may well find it
difficult to decide whether to seek his further live-
lihood in public or in private service until he has
made personal investigation in the United Kingdom of
the prospects offering. And while the bonus will, equally with leave-pay, provide funds for his mainten- ance during such investigation, his public service will
